Heritage Revitalization Agreement

LOCATION

The Edgar House is located at the corner of Regina Street and Fourth Street in the Queens Park Neighbourhood in New Westminster.  The Edgar House will remain in its original location on the site and a new infill house is proposed to be added at the corner of Fourth Street and the lane (Sydney Street). The proposed infill house will not affect the Heritage Values nor the Character-Defining Elements of this historic place.

PROJECT OVERVIEW

Edgar House is in the Storybook style with a jerkinhead roof, which has been recently restored. Built in 1928, it is a one and a half storey, stuccoed, wood-framed construction house with a concrete foundation.  The entry porch is centered between its two cross gables and the roof over the entrance resembles a turret.  The house sits on a well-landscaped prominent corner lot.  The house was showcased in a 1928 newspaper article as a unique and attractive structure, a fact that holds true today.

This house also has historic significance being a rare stock of interwar period developments in the Queen's Park neighbourhood.

Zoning Bylaw Variances Requested

The house is presently not protected by the Heritage Conservation Area. 

As part of the Heritage Revitalization Agreement the heritage house would be protected.

Three Variances are requested; 

Edgar House - side setback variance is requested to allow the existing house to remain in its original location.

Sydney Infill House - lane (Sydney Street) setback variance request, it would be compliant if the lane was not named.

Sydney Infill House - Floor Space Ratio (FSR) variance request.  Please note that the density for both houses would be 0.6 floor space ratio (FSR), well below the allowance of 0.8 FSR in the HCA with only 0.47 FSR above grade.
